In this last of three reports the Monitoring Research Group fills in the bottom line of its study of the Government’s 15 pilot needle exchange schemes. This issue is whether the scheme’s clients reduced their risk of HIV infection by changing their drug taking and sexual practices. On the basis of all three reports the researchers then give their overall assessment of how the schemes have performed.
