It is perhaps not surprising given client demand and government policy, that most statutory drug services still carry caseloads weighted heavily towards opiate users offering little else other than needle exchange for stimulant users. Any other from of intervention has invariably been left to the under-funded voluntary sector. But given the substantial rise in stimulant use through the 1990s, for how much longer will a second class service be acceptable?
